Incorporating Health Information Technology into your practice can be a reward in itself. However, there are also substantial monetary incentives that come with a comprehensive H.I.T. system. That's why PSS is dedicated to helping our customers capture all the revenue and the reimbursements they're entitled to. Bonuses for e-prescription programs, achieving performance standards, and implementing Health Information Technology and EHR solutions all contribute to the financial advantages of a successful H.I.T. system.

In order to collect reimbursements under the Health Information Technology for Economic and Clinical Health Act(HITECH), eligible health care providers must show "Meaningful Use" of certified EHR technology and EHR solutions. Both Medicare and Medicaid will make incentive payments under HITECH. Each Medicare eligible provider who demonstrates Meaningful Use may qualify for up to $44,000 in incentives. Those practices whose Medicaid patient population exceeds 30% may be eligible for stimulus incentive payments of up to $63,750. Practices that operate in a health provider shortage area - or HPSA - may qualify for bonus incentives. Bonuses apply for eligible providers in shortage areas only under the Medicare EHR incentive programs. Additional funds are available for e-prescription and performance management programs. The incentive program begins in 2011, and payments potentially extend throughout 2021.

Capturing the Incentives You're Entitled To
To qualify for HITECH EHR reimbursement incentives, you must:

• Be an eligible medical provider who bills Medicare or Medicaid
• Use an Electronic Health Records system that is certified by The Department of Health and Human Services
• Meet at least 20 criteria for Meaningful Use
• Demonstrate to the Centers for Medicare and Medicaid Services that you have used a certified EHR system in accordance with Meaningful Use guidelines for at least 90 consecutive days in 2011.

There are differences in the eligibility between Medicare, Medicare Advantage and Medicaid for eligible professionals and hospitals. In order to participate in the Medicare and Medicaid EHR incentive programs, health professionals and hospitals must meet the eligibility criteria defined by law. ELIGIBILITY for individual providers - Eligible Professionals (EPs)
The incentives for eligible professionals are based on individual providers. Therefore, if you are part of a practice, each eligible professional may qualify for an incentive payment provided they successfully demonstrate meaningful use. Each EP is only eligible for one incentive payment each year, regardless of how many practices or locations they provide services.

Medicare:  A Medicare EP is defined as a doctor of medicine or osteopathy, doctor of dental surgery or dental medicine, doctor of podiatry, doctor of optometry or a chiropractor who is not hospital-based. NOTE:  A Medicare EP is considered hospital-based if 90% or more of the EP's services are performed in a hospital inpatient or emergency room setting.

Medicaid:  A Medicaid EP is defined as a physician, nurse practitioner, certified nurse-midwife, dentist, or physician assistant who furnish services in a Federally Qualified Health Center or Rural Health Clinic that is led by a physician assistant.  To qualify for an EHR incentive payment, a Medicaid EP must not be hospital-based and must meet one of the following criteria:

• Have a minimum 30% Medicaid patient volume*
• Have a minimum 20% Medicaid patient volume, and is a pediatrician*
• Practice predominantly in a Federally Qualified Health Center or Rural Health Center and have a minimum 30% patient volume attributable to needy individuals

NOTE:  A Medicaid EP is considered hospital-based if 90% or more of the EP's services are performed in a hospital inpatient or emergency room setting.
*Children's Health Insurance Program (CHIP) patients do not count towards the Medicaid patient volume criteria. Click here for a flow chart to determine your eligibility.
